Lorna Moffat Dear Ms. Moffat, Thank you for contacting me regarding the possibility of siting an Acotec facility in San Jose that would manufacture fiber-concrete building panels from recycled materials. The Acotec building panels appear to be a promising technological innovation that may help the Bay Area to lower building costs, to reuse recycled materials, and to conserve our nation' s forests by decreasing the demand for lumber. The City of San Jose is dedicated to strengthening markets for collected recyclables, and is very interested the Acotec project. San Jose would be an excellent location for an Acotec facility in the Bay Area. San Jose has received national recognition for its commitment to waste reduction and recycling. There are several companies already located in San Jose that recycle wood waste and concrete, and could potentially provide raw materials for the Acotec building panels. San Jose is centrally located, and materials can be efficiently transported from San Jose to either the Peninsula or the East Bay. In addition, much of the new construction in the Bay Area takes place in the South Bay, providing a potential local market for the Acotec building panels. Most importantly, the entire City of San Jose has been designated a Recycling Market Development Zone by the State of California. This means that manufacturers like Acotec that make new products from recycled materials are eligible for low-interest loans and technical assistance from the California Integrated Waste Management Board if they locate in San Jose. |
